The site_outage relation stores time intervals when a station was temporarily not operating. Stations outages may be used

to exclude stations from maps used in Bulletin editing to judge the plausibility of a newly formed event based partly on non-detection at nearby stations
to exclude stations from "undetected" status in computing maximum likelihood magnitudes
in data collection to hold aside readings from a station during a period when it was supposedly not operating.
